Pentagon's Expansion of Robot Fighters Ominous Development

The Pentagon is rapidly improving its ability to fight wars with robots. This capability is “bringing about the most profound transformation of warfare since the advent of the atom bomb,” says Scientific American, and raises “a host of ethical and legal issues.”

“Robots are pouring onto battlefields as if a new species of mechanotronic alien had just landed on our planet,” the publication says in an editorial on their development in its July issue. “The prospect of androids that hunt down and kill on their own accord (shades of Terminator) should give us all pause. An automatic pilot that makes its own calls about whom to shoot violates the ‘human’ part of international humanitarian law, the one that recognizes that some weapons are so abhorrent that they just should be eliminated.”

Bush’s Pilotless Dream, Smoking Drones, and Other Strange Tales from the Crypt

Admittedly, before George W. Bush had his fever dream, the U.S. had already put its first unmanned aerial vehicles (UAVs) or drone surveillance planes in the skies over Kosovo in the late 1990s. By November 2001, it had armed them with missiles and was flying them over Afghanistan.

In November 2002, a Predator drone would loose a Hellfire missile on a car in Yemen, a country with which we weren’t at war. Six suspected al-Qaeda members, including a suspect in the bombing of the destroyer the USS Cole would be turned into twisted metal and ash -- the first “targeted killings” of the American robotic era.

Just two months earlier, in September 2002, as the Bush administration was “introducing” its campaign to sell an invasion of Iraq to Congress and the American people, CIA Director George Tenet and Vice President Dick Cheney “trooped up to Capitol Hill” to brief four top Senate and House leaders on a hair-raising threat to the country. A “smoking gun” had been uncovered.

According to “new intelligence,” Iraqi dictator Saddam Hussein had in his possession unmanned aerial vehicles advanced enough to be armed with biological and chemical weaponry. Worse yet, these were capable -- so the CIA director and vice president claimed -- of spraying those weapons of mass destruction over cities on the east coast of the United States. It was just the sort of evil plan you might have expected from a man regularly compared to Adolf Hitler in our media, and the news evidently made an impression in Congress.

Democratic Senator Bill Nelson of Florida, for example, said that he voted for the administration's resolution authorizing force in Iraq because "I was told not only that [Saddam had weapons of mass destruction] and that he had the means to deliver them through unmanned aerial vehicles, but that he had the capability of transporting those UAVs outside of Iraq and threatening the homeland here in America, specifically by putting them on ships off the eastern seaboard."

USA: United States of Assassinations?

What the United Nations independent investigator on extrajudicial killings would like is for countries that employ surprise drone attacks to first prove they have attempted to capture or incapacitate suspects. The investigator, Philip Alston, issued a 29-page report Wednesday that the New York Times termed “Highly Critical” of such attacks by the U.S. and, says the Associated Press, “called on countries to lay out rules and safeguards for carrying out the strikes.” By going after terrorist networks, Alston warned, the U.S. example “could quickly lead to a situation in which dozens of countries carry out ‘competing drone attacks’ outside their borders against people ‘labeled as terrorists by one group or another,’” Charlie Savage reported for the Times. “I’m particularly concerned that the United States seems oblivious to this fact when it asserts an ever-expanding entitlement for itself to target individuals across the globe,” Alston is quoted as saying. “This expansive and open-ended interpretation of the right to self-defense goes a long way towards destroying the prohibition on the use of armed force contained in the U.N. Charter,” Alston pointed out.

All-Volunteer Wars: Yawn… How Many Times Have You Seen This Headline?

After a week away, here’s my advice: in news terms, you can afford to take a vacation. When I came back last Sunday, New Orleans was bracing for tough times (again). BP, a drill-baby-drill oil company that made $6.1 billion in the first quarter of this year and lobbied against “new, stricter safety rules” for offshore drilling, had experienced an offshore disaster for which ordinary Americans are going to pay through the nose (again). News photographers were gearing up for the usual shots of oil-covered wildlife (again). A White House -- admittedly Democratic, not Republican -- had deferred to an energy company’s needs, accepted its PR and lies, and then moved too slowly when disaster struck (again).

Okay, it may not be an exact repeat. Think of it instead as history on cocaine. The oil spill in the Gulf of Mexico, already the size of the state of Delaware, may end up larger than the disastrous Exxon Valdez spill in Alaska, and could prove more devastating than Hurricane Katrina. Anyway, take my word for it, returning to our world from a few days offline and cell phone-less, I experienced an unsettling déjà-vu-all-over-again feeling. What had happened was startling and horrifying -- but also eerily expectable, if not predictable.

And, of course, when it came to our frontier wars in Afghanistan and Iraq -- you remember them, don’t you? -- repetition has long been the name of the game, though few here seem to notice. With an immigration crisis, Tea Partying, that massive oil spill, and a crude, ineptly made car bomb in Times Square, there’s already enough to worry about. Isn’t there?

The American Taliban Are Coming

Intricate shadowplay surrounds the (failed) smoking sports utility vehicle Times Square bomber Faisal Shahzad. Earlier in 2010, the Central Intelligence Agency warned al-Qaeda might try an attack inside the US "within the next six months". It did happen - like clockwork - with the added bonus that the alleged perpetrators are even more convenient than al-Qaeda.

United States Attorney General Eric Holder is now sure "the Pakistani Taliban was behind the attack. We know that they helped facilitate it. We know that they probably helped finance it and that he [Shahzad] was working at their direction". President Barack Obama's homeland security and counter-terrorism adviser John Brennan basically said the same thing.

On May 3, United States federal prosecutors charged Faisal Shahzad, 30, on five criminal counts, including committing an act of terrorism and attempted use of a weapon of mass destruction. The complaint filed in a Manhattan court said Shahzad had admitted he received bomb-making training in Waziristan, Pakistan, before attempting on May 1 to explode a car packed with explosives in Times Square. The car had cans of gasoline, propane tanks, fireworks and detonators.

Despite this, no hard evidence has been presented. The notion that the ultra-localized, Pashtun-oriented Tehrik-e Taliban Pakistan (Pakistani Taliban - TTP) may pull an al-Qaeda-style New York car bombing is as fishy as Goldman Sachs juggling with wacky financial instruments. The Pakistani army, for starters, does not buy it. According to its top spokesman, Major General Athar Abbas, "I don't think they have the capacity to reach the next level."

The Greeks had it right. When you live on Mount Olympus, your view of humanity is qualitatively different. The Greek gods, after all, lied to, stole from, lusted for, and punished humanity without mercy, while taking the planet for a spin in a manner that we mortals would consider amoral, if not immoral. And it didn’t bother them a bit. They felt -- so Greek mythology tells us -- remarkably free to intervene from the heights in the affairs of whichever mortals caught their attention and, in the process, to do whatever took their fancy without thinking much about the nature of human lives. If they sometimes felt sympathy for the mortals whose lives they repeatedly threw into havoc, they were incapable of real empathy. Such is the nature of the world when your view is the Olympian one and what you see from the heights are so many barely distinguishable mammals scurrying below. The details of their petty lives naturally blur and seem less than important.

In the last week, we’ve seen -- literally viewed -- a modern example of what it means in our day to act from the heights, and we’ve read about another striking example of the same. The website WikiLeaks released a decrypted July 2007 video of two U.S. Apache helicopters attacking Iraqis on a street in Baghdad. At least 12 Iraqis, including two employees of the news agency Reuters, a photographer and his driver, were killed in the incident, and two children in the vehicle of a good Samaritan who stopped to pick up casualties and died in the process, were also wounded.

US Troops Open Fire on Passenger Bus in Afghanistan, Killing Four Civilians

Four Afghan civilians were killed and 18 others wounded Monday when US troops opened fire on a passenger bus they believed was a threat to a military personnel working to remove roadside bombs from a highway near Kandahar.

In a statement, the NATO International Security Assistance Force (ISAF), said it “deeply regrets the tragic loss of life.”

According to a report in the New York Times:

The deaths triggered a vitriolic anti-American demonstration, infuriated officials and appeared likely to harm public opinion on the eve of the most important offensive of the war, in which tens of thousands of American and NATO troops will try to take control of the Kandahar region, the spiritual home of the Taliban, this summer.

Hundreds of demonstrators poured into the area around a station where the damaged bus was taken on the western outskirts of Kandahar. They blocked the road with burning tires for an hour and shouted, “Death to America” and “Death to infidels” while also condemning the Afghan president, Hamid Karzai, according to people in the area.

The Kandahar governor, Tooryalai Wesa, called for the commander of the military convoy who opened fire to be prosecuted under military law.

Obama Fanning Middle East War Flames

As President Obama steps up the war that is inflaming ever wider sectors of the Middle East, USA continues its rapid slide toward Third World status. The two developments are not unrelated. Spending on war does not boost an economy as does domestic spending---and the Pentagon has been spending trillions on war.

At the start of the last decade, the U.S. was producing 32 percent of the world's gross domestic product. At decade’s end, it was just 24 percent, conservative columnist Patrick Buchanan observed. "No nation in modern history, save for the late Soviet Union, has seen so precipitous a decline in relative power in a single decade," he writes.

Buchanan cites the George W. Bush Republicans for turning a budget surplus into a huge deficit with tax cuts and social spending. He also faults GWB’s two wars, adding, "the huge U.S. military presence in Afghanistan and Iraq serves as (al-Qaeda's) recruiting poster."

This is the desperate situation President Obama is compounding by dispatching 30,000 more troops to Afghanistan, building up U.S. and NATO forces there to nearly 140,000. To this figure add 100,000 U.S. contractors, making the actual number of military-related personnel about a quarter million. All at the expense of the American taxpayers!

The Considerate Taliban

A military affairs blogger has posted a bit of media research with some rather, shall we say, unlikely(?) results, RawStory reported Friday.

It seems that for at least this year, and probably for a few years previously, the Taliban have been playing their assigned role in the great war on terror to the letter and have been considerate enough to stand around in standardized production groups to be attacked and killed by unmanned aerial drones and US and Afghan ground troops.

Groups of not odd numbers like 29 or even 31 of them, but standing there waiting for their martyrization in groups of exactly 30.

Citing the Moon of Alabama blog, which made a similar argument this spring, Security Crank linked to 12 news reports of separate air strike incidents since the start of the year in which the number of Taliban or insurgent casualties was reported to be 30, in most cases citing US military officials.

Not 29, not 31. Thirty.

For drone freaks (and these days Washington seems full of them), here's the good news: Drones are hot! Not long ago -- 2006 to be exact -- the Air Force could barely get a few armed unmanned aerial vehicles (UAVs) in the air at once; now, the number is 38; by 2011, it will reputedly be 50, and beyond that, in every sense, the sky's the limit.

Better yet, for the latest generation of armed surveillance drones -- the ones with the chill-you-to-your-bones sci-fi names of Predators and Reapers (as in Grim) -- whole new surveillance capabilities will soon be available. Their newest video system, due to be deployed next year, has been dubbed Gorgon Stare after the creature in Greek mythology whose gaze turned its victims to stone. According to Julian Barnes of the Los Angeles Times, Gorgon Stare will offer a "pilot" back in good ol' Langley, VA, headquarters of the CIA, the ability to "stare" via 12 video feeds (where only one now exists) at a 1.5 mile square area, and then, with Hellfire missiles and bombs, assumedly turn any part of it into rubble. Within the year, that viewing capacity is expected to double to three square miles.
